FISHERIES MANAGEMENT ORGANIZATIONS (FMO)
IN ALBANIA
The Fishery Management Organizations (FMO) begins their establishment in
mid 2002. Until the end of 2006 their number was up to 12, of which 4
are for marine fishing ports, 3 for natural lakes, 3 for agricultural
dams and reservoirs, 1 for hydropower plant dams and 1 for a coastal
lagoon. The Albanian Professional Fishermen Organization membership and
some other regional fishermen organizations served as basis for the
establishment of the FMO. Their establishment was preceded by a long
preliminary work on designing and approval of the legal framework, as
well as numerous meetings with fishermen community in order to have the
broadest consensus possible, and to raise their awareness for the
necessity of their common plan of action to protect the interest of
fishermen nationwide and to promote the fast development of the sector.
These steps were taken under the aegis of the Albanian Government and
assisted also by some European countries with experience in the field.
During the two-year preparation phase the entire legal framework was
prepared and approved with large consensus in Parliament. The FMO were
established according to the Law Nr. 8870 date 23/03/2002, On some
amendments of Law Nr 7908, date 05/05/1995, On Fishery and
Aquaculture. Legally FMO are private subjects, established
according to The Civil Code, in exercising their activity in the fishery
sector. The FMO have their independent budget, based on membership fees,
member and non-member contributions, service fees that fishing ports
offer, donations, and any income that is result of its economic activity
as stated by law. If the income exceeds the cost, it will not be shared
among members but used for investments related with the FMO. Two
important basic concepts are stated in these important fishery legal
documents:
The concession of the Fishing Ports and Landing Sites to the FMO free
of charge, and their managements from the same FMO.
The Co-management of the fishery resource in marine and inland water
habitats where this FMO exercise their activity, by having a partnership
role with the Albanian Government.
The internal activity and functioning of the FMO is regulated by the
Status approved in the establishing meeting, where are clearly stated
the rights and obligations of each of the FMO members. One fishing port
or landing site could not have more then one FMO. The Albanian
Government based on donation of World Bank, in 2002 initiated a specific
project to support the fishing community throughout the country with a
6.3 million US$ fund. The project was based on 4 components, where
priority was given to the FMO institutional strengthening, the
management of the fishing ports and landing sites from the fishing
community and the co-management of the fishery resources where the FMO
will exercise their activity in partnership with the Directory of
Fishery Policy of the ministry of Environment, Forestry and Water
Administration. As a result of this cooperation all the fishing vessels
in all 4 fishing ports were licensed, compared to 40-50 % rate of
licensing before the 2000. A further incentive was the Government
measure to supply with fuel, part of which cost will be covered by the
Government. This program continues with the active participation of the
FMO. During this 7-year period important investments were carried out in
marine fishing ports, e.g.: quay wall for the mooring and processing of
the fishery vessels, the fuel and freshwater deposits and supply net,
radio-communication centers, FMO building and social facilities. In the
fishing ports operate also members of the Fishing Inspectorate,
representatives of Harbour masters, Border and Custom police etc. As
result the marine FMO begun their independent management of the fishing
ports by employing proper staff including, manager, accountant, guards
etc pay by the same FMO income sources such as contributions,
memberships fees and especially services fees levied for the service
with fuel, water, energy etc that fishing vessels have in port. Despite
these achievements done in a short period of time, there are still some
unsolved problems, which are a serious obstacle to the steady
development of the sector such as: the almost total absence of lifting
docks for the maintenance and repair of fishing vessels, lack of
wholesale fish market and the poor technical conditions of the majority
of the fleet in all 4 fishing ports. These issues offer also
possibilities for investment not only for the national private sector,
but also to foreign investors that has experience in these fields. An
open area for investments could be the improvement and renewal of the
fishing fleet, which for the moment is in poor conditions. Other
investments opportunities in cooperation with FMO are marine and inland
aquaculture, mussel cultivation, sea products landing, processing,
transformation etc.
