The Directorate
The Ministry of Environment, Forestry
and Water Administration is the responsible Albanian institution for
fisheries. (Point “g” of Article 3 of Law 7908 of 5.4.1995, as well as
“d” i” of Article 32 of Law No.9251, of 8.7.2004, Republic of Albania
Maritime Code, Government Gazzete: Year 2004, No 55, Page 3567; of:
12.08.2004). In cooperation with the Minister, the Deputy Minister in
charge of fishery sector, the General Secretary and the General
Director, draft the directional line of the fisheries
sector in accordance with policies approved by the Government. Fisheries
Administration is organized in one sector within the Directory of Water
and Fisheries Policies with one supervisor and two specialists. Also,
within the structure of the Ministry, under the Directorate for
Environmental Control, the sector of Fisheries Inspectorate has been
established, with one supervisor and two specialists and with 19
subordinate local Fisheries Inspectorates. Under the Directorate
of Water and Fisheries Policies there are two hatcheries as well as Fish
Capture and Mussel Cultivation Enterprise in Sarande as a representative
of government fisheries public estate (ports, landing center, etc.).
This Enterprise is comprised of 16 persons with representative in all
four fishing ports and its administration in Sarande
Fishery and Aquaculture Sector in the
Directorate of Water and Fishery Policies is responsible for:
Drafting the policies for fishery and aquaculture development;
Prepares the strategy for the development of this sector as well as the
fishery and aquaculture Administration Plan;
Improves and proposes changes to the existing legislation, in accordance
with European Union legislation and follows the procedures for their
approval;
Drafts, improves and proposes: technical
norms related with the fishery discipline, license fee for professional
fishing, aquaculture, sport fishing, etc;
Prepares the necessary documentation for participation and membership in
organizations of the same category, conventions, protocols, agreements
in the Fishery and Aquaculture Sector;
Follows procedures for accession and becoming a party in them, takes
measures for practical execution of duties, prepares information for the
parties in these organisms and for the implementation of obligations
derived from accession;
Prepares the documentation related to fishery statistics and fishery
condition, as well as prepare reports on export-import of fishery
products and the fish market in Albania;
Makes proposals for investments planning
and special investment funds in fishing ports, fishery and aquaculture
structures, marketing etc;
Directs and outlines the work for the realization of the monitoring and
controlling system for scientific research projects that relate to sea
fishery resources evaluation and internal waters, of fishery information
and statistics system, of projects with public finances from the budget
or other donators for fisheries, aquaculture, fishing industry and other
supporting activities and services in the field of fisheries.
The Fishery Inspectorate Sector in the Directorate of Environmental
Control, is responsible for the implementation of legislation and
policies in the area of fisheries and aquaculture through Monitoring,
Controlling and Surveillance. The Fishery Inspectorate Sector does
observations onboard fishing vessels, in ports and landing sites, which
includes inspecting the catch (structure and dimensions), fishing gear
and fishing methods. The Fisheries Inspectorate cooperates with many
other state organs required by law to assure that the duties of the
Inspectorate are enforced. These organs are: Border Police, Coast Guard,
Harbor Masters Office etc. Cooperation with these structures is also
done through the Inter-institutional Operational Maritime Centers
(IOMC). 6 persons are employed in this Center (one Ministry High
Coordinator and 5 civil servant officers) that have as a duty to monitor
activities of fishing vessels at sea for in regards to fishing areas and
enforcement of the fishery legislation. The Fishery Inspectorate, based
on Regulation no. 6, of 13.2.2009, is responsible for the collection of
the logbooks and sending them to the Directorate of Water and Fishery
Policies
